I am a Professor in the Implementation Science Institute and the Department of Management, Policy, and Community Health at UTHealth School of Public Health. I am an Industrial/Organizational Psychologist and Health Services Researcher, as well as a U.S. Army Veteran who served at Fort Hood, TX and with Joint Task Force Southwest Asia. My expertise is in designing implementation approaches and evaluation strategies grounded in healthcare management and organization science. My research centers organizational processes as core mechanisms shaping implementation and outcomes, with particular attention to care fragmentation and integration, team coordination under uncertainty and competing demands, and how organizations balance multiple goals related to quality, access, safety, and efficiency. I study how organizational structures, climates, and relational dynamics—such as teamwork, learning, coordination, and leadership—enable or constrain complex, team-based and cross-sector care. Current funded projects examine access to community mental health care for Texas youth at risk of suicide, integrated care for individuals with a history of homelessness in Austin, TX, and a randomized trial of a work stress intervention for harm reduction workers in Texas and neighboring states. I participate in the Bipolar Disorder Integrated Network with Dell Medical School and I am developing new research proposals on team-based care for conditions at risk of care fragmentation such as dementia and cancer survivorship, military sexual assault prevention, and care coordination for youth at risk of suicide. I teach an online MPH course in organizational behavior and human resource management each fall and am developing an online PhD course for Spring 2027 focused on applying organization science to implementation research; motivated MPH students may enroll with permission after completing my MPH course.
