Why This Program Matters

Rural hospitals are navigating increasing financial pressure, workforce shortages, operational complexity, and evolving healthcare regulations — all while continuing to provide essential care to their communities.

The Texas Rural Hospital Officers Academy was created to support leaders facing these realities every day. Through this initiative, rural hospital executives and board members will gain practical tools, leadership strategies, and peer connections designed to strengthen long-term sustainability and improve organizational resilience.

Statewide Initiative

The Texas Rural Hospital Officers Academy was established through House Bill 18 during the 2025 Texas Legislative Session to address the growing financial challenges facing rural hospitals across Texas.

This statewide initiative is a collaboration between the Texas Health and Human Services Commission and four public university systems:

  • The University of Texas System
  • Texas A&M University System
  • Texas Tech University System
  • Texas State University System

UTHealth Houston School of Public Health represents The University of Texas System for the East Texas region.
