About
Dr. Morgan is Professor and Chair of the Department of Management, Policy and Community Health (MPACH) at the University of Texas Health Science Center’s (UTHealth) School of Public Health. He received his PhD from the University of Texas at Austin in 1983 with a specialization in psychometric theory and quantitative methods, followed by a post-doctoral fellowship at the L.L. Thurstone Psychometric Laboratory at the University of North Carolina at Chapel Hill. In 1987, Dr. Morgan took a position as Assistant Professor of Psychiatry and Behavioral Science at the University of Miami Miller School of Medicine, with a joint appointment at the Miami Department of Veterans Affairs Medical Center (VAMC). Dr. Morgan moved to the Baylor College of Medicine (Medicine/Health Services Research) and the Houston Michael E. DeBakey VAMC in 1999, and served as the Chief of the Design and Analysis Division at the Houston Center for Quality of Care and Utilization Studies, a VA Health Services Research National Center of Excellence. Dr. Morgan moved to the UTHealth School of Public Health in 2008. Dr. Morgan teaches courses on research methods and on healthcare payment systems and policy. His research focuses on quality of care and access to care. Dr. Morgan has extensive experience in the development, management, and analysis of administrative/claims data sets, including projects requiring linkage across data sets, as well as experience in health care survey design. He has examined quality and access to care within the VA, Medicare, and Medicaid systems, with a specific focus on multi-system use and the impact of managed care. He is currently studying care for individuals with dementia, as well as costs and access to care for Medicaid adults in Texas with serious mental illness.
