About
Dr. Ginger Raya is the Center Leader of the George McMillan Fleming Center for Healthcare Management and an Associate Professor at UTHealth Houston School of Public Health. With over 20 years of experience in healthcare leadership, she is a faculty member, administrator, and certified career coach known for advancing healthcare access, innovation, and workforce development. Dr. Raya launched the Executive Certificate in Healthcare Management & Leadership in 2025 to address critical gaps in rural and underserved healthcare systems. This nationally accessible program equips mid-career professionals with high-impact skills in strategy, finance, and change leadership—empowering them to tackle real-world challenges in their communities. Previously, Dr. Raya served as Director of Physician Services at HCA Healthcare, leading operations across 25 clinics and 113 providers. She holds a Bachelor's in Organizational Communication and an MPA from the University of Texas at El Paso, an MS in Healthcare Administration from Texas Tech University Health Sciences Center, and an EdD in Organizational Leadership from Argosy University. Her dissertation focused on emotional intelligence in Latina health behavior. Her leadership roles include Chair of the El Paso Chamber Healthcare Coalition, President of the American College of Healthcare Executives (ACHE) Southwest Chapter, Vice-Chair of Pioneers 21, and Chair of the Board at Evolve Federal Credit Union. She also serves on the board of Centro San Vicente, a leading FQHC. A recognized voice in healthcare equity and innovation, Dr. Raya was honored as a 2024 TAMACC Woman of Distinction, earned the ACHE Service Award (2024), and led her chapter to receive the ACHE Chapter Merit Award (2025). She is also the creator and host of HealthSpark, a podcast amplifying community-driven healthcare solutions.
