Texas All-Payor Claims and Care Evidence Sharing System (TX-ACCESS) is an interactive tool that enables users to explore important information about the cost of healthcare in Texas, characteristics of Texans with health insurance, how they utilize medical services as well as information about specific health conditions that affect many Texans.
The information on TX-ACCESS comes from multiple sources including health plan submissions to the Texas All Payor Claims Database (TX-APCD) and Medicare Fee-For-Service (Traditional Medicare) data. The portal is updated as additional years of data become available.

The Conditions Dashboard provides information about a variety of medical conditions including how many people are affected (prevalence) and how many new cases are occurring (incidence).
Use of Services
The Utilization Dashboard provides information about how often Texans use different types of medical services such as doctor visits, hospitalizations, and emergency department visits.
How to Filter and View Data
- The Cost of Care, Health Outcomes (Condition), and Use of Services (Utilization) dashboards provide report filters for users to display the kind of information they are most interested in seeing.
- The following filters are available to help narrow down reportable data to display user-specified relevant information. Filter options vary based on the data.
- YEAR (Calendar Years of data) – select from: 2019 – 2023, All
- PAYOR TYPE – select from: Medicaid, Commercial, Traditional Medicare (FFS), Medicare Advantage, All
- AGE GROUP– select from: 0-17, 18-29, 30-39, 40-49, 50-59, 60-64, 65+
- SEX– select from: Male, Female, All
- MEASURE/METRIC – options depend on which Measure Category was selected
